[Suggestion for Late Game Heroes] Heroes from 800 fame milestone onwards are from whole available pool but get extra levels.

A solution Stardock could implement is that after you receive the L9 choice (400), any heroes after come from the whole available pool (ie. heroes not chosen by any player yet), and get extra levels that would be added like when a Henchmen starts at a higher level (ie. no bonus XP - just complete extra levels where you pick traits).  So at 800/1600/3200/6400 fame milestones (which are all the ones programmed and probably all you'd ever need in one map) you could level up a hero from the predesigned level up to L12/L16/L21/L27 respectively.  This would make lower level choices a more attractive option, as although you won't get equipment that is as good, you get to custom level your champ from their current level to the higher level.  So you would weigh up the starting skills, and choose the one you like the most and then level them up.

I'm all for something along these lines, as I've suggested a somewhat simpler, yet similar way to address this existing problem in the 1.3 patch thread. 

 

I still find it odd that so much attention was focused on champions in LH, yet powering up henchmen (along with other various methods not involving champions) still proves to be a far more efficient option.  As it is now, capping recruited champions at a meager level 9 is strange enough, then to reintroduce champions at even lower levels in the late game (when all my main units are at least in their mid-20's) is quite frankly, lunacy imo.

I know some like to "craft" their new low-level champions through power-leveling late game (while I'd consider it little more than tedious hand-holding at that point).  But as a game that tries to highlight champions as something worth having regardless of your play-style, I truly hope this gets addressed at some point soon.
