Adding units to cities

What file should I edit to add a few more units to your cities as defenders?

I find rushing the IA too easy and want to beef up default city defenses. Not perfect, but will help.

The city defenders are tied to the city improvements. You want to edit the CoreImprovements.xml The other point may be to raise the difficulty level.

If you want to give a custom set of city defenders, you'll have to make a new race.
