Bug or Mechanic?

Zone of Control Expanding

My Area of Influence (Zone of Control) is expanding, every turn the radius is getting bigger and bigger, looks by a tile in every direction. So it’s now almost a ¼ of the map.

 

I’m not sure if this is a bug or a mechanic that I’m not aware of.  Does anyone know of anything like this?

I’m playing with the mod Children of Storm and a custom race, Trog blood though (not a Children race)

 

My Area of Influence has swallowed the surrounding civilizations and as a result their cities look like little islands in my AoI.
