[1.2][Bug] Healer Trait does not work in town

My Brother's Sparus was only healing 2 hit points inside a town when he had a champion unit who had the healer trait. Outside the town when it is officially in an "army" with said champion the group was healing 5 hit points a turn. ...Plus it seems a little strange that a unit heals at the exact same pace inside a town as they would inside your territory (Not so sure on outside of it ATM)

I think its not quite a bug because units stationed in town don't count as army.

Armies always have their movement points equalised and set to the lowest number of all those in the army.  That doesn't happen in cities (it used to, but it was changed so that moving into a city did not change movement points any more than it cost to move into the city).
