What is this exactly? Is it a standard quest you trigger by finding it, or is it a random event?

I don't think they changed the radius. The radius as specified for spawning of monsters is an at most condition. So the cat will spawn at most 24 tiles away from the center of the event.

What exactly can you capture with that?  I assumed Juggernauts were out of bounds since they are Trogs.   I usually go for a Bone Ogre since they have such high def, and I don't want some unexpected archer spam to kill my investment.

The creature type must be twisted. So Juggernauts although are part of the trogs, they are actually twisted.
