[1.2][BUG] Knights of Asok and Mercenaries still cost wages [Fix Included]

So, after seeing some recent comments I found that the tags <WageOverride> does not work when set to 0. Instead the tag <HasWages>0</HasWages> is the fix to ensure a 0 cost merc unit.

or even be GIVEN all the stardock games and DLC's (by stardock) so that the polymath can FIX them, or even be given a job by stardock
