Freeware search - looking for a power meter for laptop battery

I used a laptop once and it had an icon on the task-bar for the battery and when miced over it said how much flavor was left to use. I would think all laptops would have that.

Check in the Control Panel for Power mangement. You should find an option there.

Nope, it's called Power Options on mine. There's a tab for what you're looking for. As Sally noted, mouse over the icon to get battery juice remaining.
