Are green "+ number" icons in build list mouseover information additional or redundant?

I'm confused as to what the mouseover is attempting to tell me when I am looking at the build list. Here are two examples:

a. "Tax Office: Gildar per Season  +4 --> +4"

b. "Festival: Food bonus in city: +50% --> + 50%, Gildar bonus in City: +10% --> + 20%"

In case a.), am I gaining +4 gildar per season when I build this, or am I gaining no bonuses per season?

It is cases like b.) which make me consider the option that I am actually gaining nothing could be the case. In b.), am I gaining no food bonus, or an additional 50%, while my bonus in Gildar is additive?

Thanks

With buildings, the new, total value is listed. If it's 4 -> 4, you do not gain anything more of that resoure type.

Unfortunately, with champion traits it's the opposite: Evoker I gives 20% spell damage, Evoker II another 20%, for a total of 40%.

This inconsistency still needs a fix. Someday.

Right, so in my opinion it should just be removed. I want the building to tell me the new stuff i'm getting, not remind me what i already have.

City Improvements, even including the city level ups, are all replacement effects. Hero traits are all stacking effects. It's just the way it is...though and easy solution would be to simply rename all the trait descriptions as if a replacement effect were happening. (which would get my vote!)

I don't mind that it's there, and actually like being reminded as to the aspects of that particular improvement upgrade...what you had before and what you're getting after. More information is better just in case you decide to cancel the construction or delay it.
