Enemy AI not attacking

Not sure if this is a bug or simply greatly suboptimal AI, but I have even purposefully tested this a few times, and leaving my largest cities entirely undefended, and having a sizable and significant enemy AI at open war with me within 2 squares of city centre, results in the AI simply wandering past. What goals are these armies following? It doesn't seem as if they have any, since they are blithely missing opportunities right at hand to reap large rewards at no risk.

Yeah I've seen similar behaviour. I'm hoping the 1.2 AI patch will help with this, which the notes say should help with targets of opportunity, i.e. the army may be heading somwhere else, but if they notice something worth getting along the way they should target that.

The notes specifically mention targeting Outposts, but I'm hoping undefended cities will also become targets.

So far I've spent a couple of hours sitting back watching enemy AIs (and wildland monsters as well of course) not seem to be heading in any specific direction, but making small loops. They do not attack my undefended shards or mines, nor take my cities. (Rarely do I see a wandering wildland monster attack my mines, but at least they do that.) It's almost as if the enemy AI has the same mentality as the wandering monsters -- attack only if attacked.
