Unable to build the one of a kind buildings

  I research tech to build the goodies, Great Mill, Merchantcross Bazaar, etc, LONG before AI factions have any tech at all.  Still unable to build them, even when my cities are of adequate size and have build what I presume are the required precursor buildings.  Just got access to Great Archives over 80 turns after I'd researched the technology, and in my smallest Conclave - all the others had already build every building in the menu.

 

  Ideas?  (I know that whoever starts a building first locks out the others, but this can't be happening when the AI tech is at a total of 12 when I complete the necessary research.)

The Merchantcross Bazaar is available only to Towns (So you must have a town city type in order to build it)

Not sure about the other ones as you are quite vague on what you have for cities or buildings in these cities.

The Great Archive can only be built in a conclave and upgrades from a library.

Others have similar upgrade patterns, but like I said need more info as to what you have and such to comment fully.

  Have 3 towns, 4 conclaves, 3 fortresses.  Season 194.  I've essentially completed all warfare research and most of the civilization research.   Frankly it seems to be just buggy software since this happens over and over again in games.  Even tried with only 2 opponents on easy (their tech was pathetic) and still only offered 2 of the total buildings by end game.

That the AI only has 12 tech points to trade doesn't necessarily mean they are behind you in tech. It merely means they only have 12 points (left) to trade.

hmm that sounds like a bug, but tbh i never encountered that.

afaik, there are 5 "world achievements" (merchantcross bazaar/ great mill/treasury vault/hostens library/ereogs tower) that can be blocked by other factions; the other unique buildings are one per faction (like the "National Wonders" in Civ 4/5), and each of them is the final upgrade of one of the building upgrade paths. those items can technically be blocked if you conquer a city that already has them before you start building your version of them (at least it used to be like that).

  Weirdness abounds.  I went back to the game and 2 turns later ALL of the special buildings showed up in my various build menus.

 

 Started another game and the Merchantcross Bazaar showed up right after I finished researching it.  Strange, but welcome.   Odd bug I'm sure now.  At least it's working again.  Thanks for the input everyone.
