[1.0 Bug] Ai builds Outpost ON TOP OF its own city

They are just trying to get a better view from the city.

Nope... it's a deeper code thing.

Well that is really too bad.

Gotta have to wait for the devs to allow us to build "Bird's eye outposts" on our own cities then.

Outposts in cities would be really nice... Double movement, increased defense and attack... I'm sold.

Not sure I see this as a bug.

I frequently have an outpost absorbed by a city, so it doesn't need to be separately defended in case of a siege.  If its outside the city, then you need to split your army.  It still provides bonuses.

Why couldn't/shouldn't a build option for a city be to build an outpost? Do I really need to create a pioneer and then move it onto a city tile for that to happen?
