[1.0][First Hero at 3 Fame?]

I think the first hero was changed to 3 fame very late, like in the .95 beta.

Hardly, it's been that way for a while now.

I am pretty sure its been that way since the first publicly released beta, like 0.8X or somesuch.  It is a bit odd, given you don't get your second one until 50 fame, and from then on it doubles every time -- 100, 200, 400, 800, etc.

At least the tooltip over Fame should show you when you get the next hero.

Three fame to get hero? Are the heroes all from the ranks of the laughing little people?? JK... laugh. I did not discover the three fame level unlocking a hero (because I go the tower domination route). One recent game, I had several 'fame award for easy lairs, (lucky I am). Viola, new hero before tower is built. What a (pleasant) surprise!

Build a cleric (+2 fame) kill your closest weakest monster lair (+1 fame) and gain your first hero immediately.

 

Unless they fixed it, it does have a glitch if you spend Fame to build henchmen and that causes your Fame to fall below the previous new hero threshhold (when you got your last hero) ... the tooltip will erroneously indicate you will get a new hero if you re-cross that Fame threshhold (but you do not actually get a new hero until you reach the previous highest Fame threshhold for a new Hero).
