[0.91][LH][BUG] Unable to close skill tree with champion talent

When one creates a sovereign with the "Tactician" Champion talent, I am unable to close the (mage) skill tree when all options have been exhausted.

Checking the xml shows that the Tactician champion talent is the same ability as the Tactician perk in the commander skill tree.
