Allow Administrators to stack with one other Champion without penalty

I like the way exp splits when you have multiple champions, but since Administrators are less useful in battles, I am loathe to sending them around in a stack to level up.

It would be nice if they could stack with one additional champion without penalty - consider that champion the guard for the "city official".

The problem with this is where you draw the line between an administrator and a field commander - does a Commander with Administrator I get to be an administrator for experience purposes, even if you've invested 8 levels into Leadership and Tactician? Does just choosing the Commander class make them into an Administrator? Does the Commander need to invest more levels into the governor-type skills than the field commander-type skills (and if so, how many more levels? One? Five?)? Does the champion stop being an administrator for experience splitting purposes after investing some number of levels into field commander traits (or after taking certain Commander traits - which ones, though?), since having even just the Command ability can make a fairly significant difference in a battle?
