[0.87 Bug] Missing cleric in build queue

In this one game I started, the cleric building does not show up in the build queue of my capital city.

Starting a new game does not reproduce this problem.

Does you capital have essence? By looking at your save game... it doesn't. The cleric requires essence in order to be built.
