Not getting xp or fame for completing quests

I am not getting XP or fame for completing quests with champions other than my sovereign. Is this intended?
I noticed that Fame was going up much slower than I remember under 0.80. I also wasn't seeing a lot of quests. Going to start a new game, and if I continue to see the Fame famine, I'll report my findings.
BTW, I have everything set to abundant/dense/fast in my game options.
I recal Derek saying that some quests do not offer any fame... not sure about the other things though. Fame is proportional to quest difficulty...
I reloaded and went back to do some of those quests with my sovereign and again I got neither XP or fame, so presumably there is some sort of scaling down of rewards compared to the champion's/sovereign's level. All the way to nothing.
