[Plausible bug] Capitar can't build Merchantcross Bazaar

Forgive me if I'm getting the name wrong, but I can't be bothered looking up the proper spelling. I quite like the capitar kingdom, and created a custom sovereign for my third play of FE:LH. I normally rush straight into the civilization techs, to try and get as many world achievements as possible.

Which is when I noticed something odd. I had researched the technology for the Merchantcross Bazaar, but it wasn't turning up in build options. I had built a conclave, and a fortress by this point. I figured it must be a town construction, so I quickly found a good spot, and raised up one of them as well... no dice. I wondered if maybe someone else had built it and I had forgotten the text, so I moved onto the next achievements.

Many turns later, Altair built it.

So, is this a bug? Or does the Bazaar building replace Merchantcross Bazaar? Because that seems like a negative to me, not a positive. Merchantcross Bazaar increases fame, and gildar in ALL cities. Bazaars give no fame, and increase guildar in that city.

The only case it would be a benefit is when someone else already built it, but that isn't too useful, as you can always conquer their city to get the benefit.

Once a wonder is in the build queue of a faction, it cannot be started by any other faction.

To me this is a bug.

Well, damn, that's annoying. But I seem to recall a lot of seasons going past before I saw the build announcement. Is there anyone that confirm that Capitar are or aren't able to build Merchantcross Bazaar? I could have sworn I was the first to make it to that research.
