[bug 0.75]Territory not contigious with capital

I'm getting this penalty on my cities when they are joined up with my capital. Is anyone else having this problem?

The connections use outposts, some of which have high towers.

Strangely, the problem sometimes happens and sometimes goes away (only to come back later).

In my current game connecting cities via outposts seems to work fine for unrest penalties. I'll keep an eye on the values though.

When the borders first expand (or an outpost is built) to make the connection, it always seems to wait until the next turn to recalculate the unrest.  I believe I've seen it take 2 turns to do so on occasion also.  I haven't ever noticed it reverting, I'll start looking for that.

I think I have noticed this when I load a saved game as well.  I'll try to catch it next time.

Ok, I just ran into this on .80.  My second city had been contiguous with the capital for quite a while, and now I see that the unrest is calculated as if it weren't:

Here's a saved game.  For once, loading the saved game still shows the problem, so I hope you can fix it. 

I do know that earlier this city had not been showing the unrest penalty, but I don't know when it started showing it again.

Update: A few turns later it reverted to no extra penalty.

I have a save game, in 0.91, where I have a territory which is not contiguous with capital. But since Publius also provided one, maybe mine is not necessary?

My issue arose, I think, because when I planted my outpost between between my city and my capital the territory of that city did not quite reach the outpost. A few turns later it expanded a square and should have made the connection, but did not. (I noticed the issue much later.)

Edit: the above report is old, so maybe my save illustrates a different issue?

I have seen this as well without outposts involved.  It happened with a city right next to my capital.  As described above the condition seems to come and go.
