The Govern Ledger window is missing its icons above each column:
The loading of a saved game within a game seems to be what we in my corner of the software development world call a "soft spot". You've had, and still have, a lot of bugs related to that. This problem appeared after I had loaded a saved game without completely exiting a game. Exiting LH, restarting, and loading the game from the main menu doesn't show this problem.
