Annoying thing about pop-up choices

This applies to both FE and LH.  I find it very annoying that at certain times the game is asking me to make a choice via a pop-up window, and I want to get more information about the choice but can't because the window is frozen until the choice is made.

For example, when your city hits level 2 and you must choose fortress/town/conclave.  I'd like to be able to remind myself of what's in the ciy and its surrounding area before making the choice, but can't.  Sometimes I've chosen wrongly, forgetting about grain or clay tiles that would have argued for a different type of city.

Similary, when you loot a book that gives you a boost, you can't see what it's exact effect will be, so I usually put it in the inventory, then re-open the inventory to see which heroe should use it.

Minor annoyances, to be sure, but still ones that would be nice to resolve if it is easy to do.

Someone at Stardock has a fondness for modal dialogs

These drive me batty as well. Especially later in the game when you have several cities. Its right up there with trying to move units in a certain order and the game snapping to the next idle unit after I give an order...

Or when you want to queue city production and research window pops up. You right clink on a enemy army to start a battle and a bandit dialog pops up from across the map dragging your attention to it. Or you are trying to save the game but the research window opened up  in the background and you can't do anything.

Honestly these are my single largest complaint about the game.

When I want a settlement to become a fortress I change its name to give me a clue;  like appending >F

" Its right up there with trying to move units in a certain order and the game snapping to the next idle unit after I give an order..."  You can change this in the options menu so that you only go to the next unit when you select it.
