Since my posts have been largely ignored, I ask you this. 

In the dances with dragons tech, it says i can build a monument to recruit ashwake dragons, where is the monument?

I built a building on the lair but got a single fell dragon, where are the three ashwake dragons and monument it talks about?

I think the wording of the tech is wrong.  I am pretty sure it allows Empires to get 1 Fel Dragon and Kingdoms 1 Storm dragon per dragon lair.  Now, I think on some maps there is, or was, a monument that you could build that would give you Ashwake dragons, but they are only on specific maps.

dances with dragons, allows you to build on dragon lairs / monuments. These buildings give you dragons. The monuments are pretty rare, but a large map will usually have several dragon lairs. The production of the dragons is on a timer like wildlings. If you wait long enough it will give you more dragons.

Thank you very much. Now one last question that has me worried. 

Call of the Titans bugs out for me in my current game. It does not teleport all my units, but rather, everyone but the sovereign. And it lets me cast it twice in a row. Is this intended? 

This is after my soveriegn wouldn't leave the group of him and another hero. If I left it like that, casting call of the titans shows the graphic and shiny sparkles on a tile, but nothing is teleported there.

Ooh, see, that is a spell that has never worked in my mind.  I'm not saying that it has never worked, but all my memories of it are not good ones and I simply have stopped even trying to use it.

As far as I know you can only get 1 dragon per structure. If you look at the progress bar after the dragon is finished it will say that production is maxed.

It only teleports units that are not in cities ("unstationed units") but has always worked fine for me (apart from the bug where 0 HP garrison units are added to the stack, which I think is fixed).  There is a 10 turn cooldown AFAIK, but you get can keep casting until you've casted once for each of your heroes, henchmen (and probably sions) and sovereign.

I understand that. I've used it fine in other games. These units are unstationed as well outside of cities.

I haven't used it in 0.51, but if you are having problems please post it in the LH Support forum, if you are playing Legendary Heroes.  I don't think there is going to be much more, if any, work done on FE, apart from perhaps patch 1.4.

Don't know if it's a bug or inteded, but you can get more than one dragon per structure. If the temple you built falls in enemy hand, the building get destroeyd, but the "resource node" do not. So if you recapture it, you can build a new temple for a new dragon.

The Ashwaken Dragon is awarded by a quest chain. But he's vastly inferior to the Storm Dragon you get from research. They are still both really nice for city sieges, Overpower + Flame breath is a nice combo with lot of units around ;)
