[0.51 bug] Placed on impassable terrain on tactical battle

When I started a tactical battle, my units got placed on the "mountain" tiles that are supposed to be impassable. They were able to move off the tiles just fine, but they couldn't move back onto them as far as I could tell. Only happened once to me so far.
