Graphical glitch Radeon HD 5700

I'm experiencing a graphical glitch which appears as a disturbance looking like a water surface (yes, I don't know how else to describe it) whenever I move the camera, like pan the screen or zoom in and out. The disturbance appears as a line looking like a water surface, going horizontally right over the screen. sometimes it appears at the top, sometimes in the middle and sometimes at the bottom. When I stop moving the camera, the disturbance disappears.

I have a ATI Radeon HD 5700 card. The latest drivers installed. I've tried turning antialias off and changing screen resolutions to no avail.

Otherwise the game is completely playable and enjoyable and runs fast and efficiently. No other problems. But this "water surface" really irritates me as it ruins the beauty of the game.

 

Edit: I'm running FE LH 0.51.

Tried turning V-sync on and off. Still the issue persists.

This is also a sign the card is beginning to fail with overheating issues. Try putting more fan air onto the card. I use a window air conditioner in my computer room blowing right into my case (yes I take the case side panel off). This keeps my cpu and gpu very cold and I do not suffer overheating issues like fantasy reboots and graphics glitches.
