This problem is still present in .75. Unlike the scenario I gave in a previous post on how to recreate the problem, this time I saw it without loading a game from within a game.
That looks like an early game, did you use Ctrl-N at all to get a decent start? I know that also causes it, it's basically doing the same thing that makes reloading cause it. They don't clear everything from memory when you Ctrl-N or reload a save, in fact they keep most of it loaded, probably so it will reload faster, but this is one of the many issues it causes.
I've never seen this happen in a game I haven't reloaded or used Ctrl-N on.
Another likely way to cause it is to load a game, exit to the menu, then start a new game. I imagine that works much like Ctrl-N. I haven't tried it though.
