How is a ruler/faction's rating figured?

This is one we've never determined, and I'm as mystified as ever about it. I've seen AI factions zoom ahead seemingly without any forces, settlements, or techs. I've built one-of-a-kind buildings, and gotten nothing for it, but built a spearmen unit, and picked up a point or two.

 

Does anybody have any idea what contributes to that important number that tells you how you're doing relative to other players?

I think it keeps track of both military strenght and civilization one (# of cities, population), but I never figured out exact rating weights. 

In my current game for example I'm constantly rushing and swapping first-second place with Yithril, even if we are really different. He has few cities, but a lot of military strenghts. I have basically zero military (just few heroes and tamed beasts), but a 5 thriving cities with high population. I also got 3-4 world achievement buildings, don't know if they fit in the calculations.

I've seen no increase due to world achievements. Which seems off.

In my games, military might (# of units and their strength) seems to be the highest determinant. Economic capacity definitely moves the needle, though, as I have seen mine climb when I expand rapidly and build up the bell and whistles of cities (non-military).

Since a military requires $ to pay wages, perhaps gildar income per turn has heavy weighting.
