scenario- buildings

Its probably staring me in the face but i cant work out how to build anything in the scenario mode. I'm at the part where i need to get 165 metal but i cant expand my city to get to the iron and with 0 production i cant build anything. any help would be greatly appreciated.

The scenario used to yield Production, but after the current Tile Yield overhaul it seems to have bugged out.
