Mass Transcendence Bug?

I have Mass Transcendence level 2 and a large fleet of capital ships. Some are maxed but I have a couple sitting at level 5 not gaining any experience. Is there a bug on this? Is there something I am missing about the tech?

Never Mind. I see it is capped at 4. Didnt realize it was tied to the "purchase" level cap.

It isn't tied to the purchase level cap. The first upgrade lets you get free experience to level 2, the second to level 4. 4 Just happens to be the same as the purchase cap with research, but they are not actually connected.
