[1.11][Bug]Enemy not moving, just idle armies around the map!

I've been at war with Gilden for a while now in my game.  They declared war on me early on and have been pretty much twice my score the whole game.  And yet I have never seen one enemy Gilden unit.  Now there is a separation of territory between us, but I still found it strange that I hadn't seen them, even when I was moving near their territory.  Anyway, after many many turns, I finally decided to go on the attack.   The first city I attacked, Andrucia, had 0 defenders.  Odd I thought, but shrugged it off as a lucky opportunity.

Then I took my army after having just taken Andrucia and headed north and found:  Another undefended city.    So, then I just kept looking around, and what I found was pretty dissappointing.  There are stacks of Gilden armies around the territory, some of them quite powerful, but they are not moving.  I can walk my single champion right next to them, and they still won't attack.  What is going on?  I thought this build was an improvement in AI??

I went on and attacked two more undefended cities before giving up.

 

If I sound negative, I apologize, its just that I was enjoying the game up until this point.  And most of my bug reports seem to disappear into thin air and turn into nothing more than a vent.

Perhaps they were just trying to move a unit out of a city, but it ran back into the city and hit next turn on them ... happens to me all the time! =)

No, they were just standing still, turn after turn.

It's clearly intentional, as Stardock wished to simulate the vast military logistics involved in sending Gilden's military on holiday.  I for one praise their commitment to realism!  [/Sarcasm]

I just wanted a good fight.  The game I had started previously (before 1.1), the AI I was at war with kept moving armies out of cities when I had troops threateningly close.  And not just a couple of units, they would vacate all units from the city to go exploring or something.  I wouldn't have been able to take down the city if they had left units behind, even just a couple.  I thought that was one of the issues addressed with 1.1, so I was looking forward to some good battles this time around.   Then when I finally attack I find all my opponents cities undefended and stacks of immobile armies lounging around.  Was a big let down.

 

Am I the only one to encounter this behaviour?

Not sure if related, by I've been playing the game for about two hours, and never been attacked by anything. Even if I stand next to a neutral monster group, they just ignore me.

Must be that "big AI overhaul" ;-) It's probably BOI ("broken as intended")
