Diplomacy Victory

Sorry if I am incredibly stupid, but can you help an idiot out?

What if there are 3 factions left in the game, faction A and B are allied with one another but not with me, and I make an alliance with A & B on the same turn. Then we are all allied, and I am allied with all of them. Wouldn't all three of us fulfill the Diplomacy victory condition?

Or can only the human player win a Diplomacy victory? If not, aren't there many situations in which everybody would simultaneously fulfill the conditions?

Yes, but if I am allied with everyone, and they are allied with everyone as well? If there are only 3 parties in the game left, and if A and B are allies, and I ally either of them, then that party I ally (say, A) will also immediately fulfill the conditions, because A is still an ally of B and now an ally of mine; we both fulfill the conditions simultaneously?

The idea is that everybody is a winner in that case. I consider the diplomatic victory as an end game condition. It's lets end the game and tally the points for the winner.

edit: specifically I think it is a player end game condition

I have been noticing quite often that when I research alliances I do not have any option to create an alliance treaty with other sovereigns.  I do not mean that they do not accept the treaty but that the option does not show up for me to choose when I am proposing a treaty.

Has anyone else seen this?

I am wondering if the issue is that by the time I research alliances, some or most of the other factions have been destroyed (either by me or by another AI player)? Nevermind that once you have the ability to make these treaties it does not really matter if a faction or so has been destroyed...  Or is this just a bug??

Wouldn't you lose the instant you make the first alliance? Or do victory conditions only get checked at the start of a turn?

I have the same problem in my first game. I had destroyed 5 factions and got bored. The last 2 opponents were too far away, so I decided to try a diplomatic victory to quickly end the game. I could ally with Magnar, but not with Gilden. I guess he did not like me enough. Since I was 5 times as large as Gilden, I could do anything I wanted to them during 'diplomacy', except make him my friend. At least, I guess  that's what the problem is.
