[balance] world wonders in queues

currently, whoever is able to queue the buidlign first is lockign it for other factions.

It does not matter if you are not willing to build it (becuase it will take 25 seasons to do so), you just lock out other from doing it.

It should be done civilization style or even better anything spent on the wonder is wasted if you don't make it first.

I hold fast to my original statement, get rid of world wonders... it's always been an annoying feature.

It's one of the most fun features in single player 4X games (even though it seldom is balanced well).

As long as we can agree to disagree ^_^

That being said, I prefer it as it is now, since I HATE losing several hundred turns off trying to build wonders but actually playing on expert difficulty.
It again would be a great great place for modding to take place, if Derek would make a mod that would just switch between different World Wonder settings.. (no pressure ^_^)
