[BUG][1.1] Insta-Kill cities with Vextrars Howl

I am sure this is an unintended consequence of switching the terrain type to arctic with Vextrars howl. But if any city is within the blast radius of this spell... it goes POOF, no more city.

give a unit 12 cold damage and Destroy the city your next to for 140 mana... great deal, unless you are using it as defense

Yes, I keep mentioning how overpowered that spell is but nobody believes me.
