Why can the AI destroy my cities with Earthquake, but I can't destroy theirs?

I'm seeing my cities poof into thin air due to the enemy use of Earthquake, but I can't seem to do that to their cities, even after quaking the same city multiple times. Anyone else getting this?

Would make more sence to damage cities, not make them disappear.
