[bug] Ai really 'stupid' in Harder modes. -- Declares war when weak enough that they surrender same turn.

Exactly as it says. If I play expert or higher, the Ai will refuse to talk peace with me, Declare war as they can. All their mishaps with events, such as released units. .All Rush towards my loction Having all the Ai Hostile is not 'Smarter' especially when they accept a surrender and become a vassal in the same turn because I'm at 234 and they are at 30 strength when they decide to AUTOMATICALLY DECLARE WAR. .. This is more of a vent, less of a bug, and probably a lazy programer design.. but I still call it a bug report because It may just be a bad algorythm.
