[bug?] Ai keeps pestering me to go to war with a third party, while at war with them.

The ai keeps telling me to take not ethat 'so and so' is a threat to the world, even as they declare war on me one after another for no reason other than the fact the difficulty isn't 'normal' .. even when I'm stronger than they are.
