Map Editor Question

When placing improvements how do you get them to join cities they are adjacent to? When I place them they don't attach to the city and are useless. I could swear they attached automatically when I did it once awhile ago.

I made my first map and played it last weekend.

I noticed the adjacent resources did not appear to attach to the city at first when completed. After a long while they decided to suddenly link to the city;

"Daarrr, rr, um, me be standing here long time and then accidentally i did stood on da red button, axi, dentall i think it caused big linking to that city thingy over dere"

This is really annoying. How do you get improvements placed in the map editor to join adjacent towns!
