[Bug 1.01] Conquer Darkling City world quest seems broken

Every time the legendary city Deorcnysse spawns in sandbox game, with the accompanying world quest, there seems to be two bugs.

1. The city has no garrison - you can just walk right in and take it over.

2. Claiming the city makes it impossible to continue the game as the Next Turn function stops working.

 

I assume there's something broken in the quest structure and that the city is supposed to be heavily guarded, but these guards doesn't spawn. So taking the city without fighting these guards means that game does not progress to the next step of the quest, thus locking the game.

I just had this spawn in my last game, and Tarth took it real quick. Since then, Kraxis and Tarth have been fighting over it, exchanging hands many times... and my game hasn't hung at all (some 200 turns now...). No idea what would happen if I take it over, but it seems like the AI doesn't have a problem with it.

I captured it in one game (1.0) and noticed a few things:

 

No city level up bonus (no city traits/specialisation/or (as i hoped) ability to recruit darklings and shamans)

Game code says it for city defenders it should have darklings and eventually the nasty shamans at lv 5 but it doesn't work, none spawn.

City hub - Looks really cool. Not a problem, just wanted to mention it.

 

Personally I'd like it to have the same code as a conclave, maybe give it some fun purchasable items or unique buildings.
