[1.004][Bug] AI Founds City on Invalid Tile

In my latest game I witnessed Resoln founding a city on a tile with no grain/material/mana.

I hope this helps Stardock resolve this issue. I'm absolutely loving the game, but seeing the AI ignore the rules like this kinda kills the fun.

They know about this one now and they are putting in the code to fix it. Good catch. (not sure if it will be for 1.01 though)
