Level 5 Conclave Bonuses Question

The two bonuses I'm wondering about. One (Hedigah Bathhouse) gives +1 Water Power, -30% Unrest. The other (Can't remember it's name" states "Unrest does not effect research".

Is the second effect nation-wide? Because it seems lackluster. I can understand level 5 bonuses being reasonably unimportant due to the time and effort it takes to acquire them. I usually find there is no unrest in these cities, and most other cities that have an appreciable amount of research have too low to matter unrest anyway. If there is any unrest left in the Conclave, the bathhouse will fix that, and provide a shard bonus (I have a water magic bias so it's a big deal for me despite not being as useful as other shards... LOOK AT THAT NUMBER NEXT TO THE BLUE THING!).

Not sure on any alternatives. But I can put forward some for brainstorming. Like providing an elemental/construct every x turns. Reduce the cost of strategic spells. Mana "interest" effect (like the Treasury Vault).

Maybe it's perfectly fine and I just crack down on unrest too hard? Or waiting hundreds of turns after being able to cast the spell of making just to see what would show up left me a little disappointing.

If the effect is Empire wide, it's nothing short of great.  Empires already have a way to have production ignore unrest.  If you can make research ignore unrest as well, you can make your taxes as high as they go without penalty. In my book, that's pretty awesome.

I am sure you keep unrest manageable anyway, but that's because you keep your taxes at low or normal.  I know I do.

That said, I do not think I have had a level 5 city since .913.  By turn 200 most of my games have been won, or at least have been past the point when there's a chance of losing.

If it's tenfell university the bonus choice says it is for that city only.

Thanks for both the replies. I tend to sit on High tax rate later in the game depending on circumstance. Especially if I have a black market in a great fortress :D sometimes the negatives the lesser cities suffer with are worth the gildar. I might drop it down when champions are well equipped and army size is comfortable to develop the outer regions. Money is like production in the bank! Too bad I've never managed to build a Treasury Vault though...
