[1.00 bug] Enemy sovereign remains in my teritory after defeating her in a battle

I attacked an enemy city defended by enemy sovereign.

I won the battle and the enemy sovereign instead of being teleported to her own cities is still standing in the city I just conquered.

The enemy faction still has a few cities.

She's been sitting there for the past 2-3 turns doing nothing and I can attack her again.

The city is called khaffara and  and the sovereign Eona.

I don't think it has anything to do with the city because i had a similar problem earlier and that sovereign was stuck somewhere in the field around the spot the fight took place.
