Building questions

So, I can't seem to figure out building prerequisites.  In my last game, I had the technology to build the great hall, but it wasn't an option.  I know for a fact no other civ had it yet.  I also couldn't build a brewery or a harbor, despite having the techs for those, too.  Is there some documentation anywhere about prerequisites for these buildings?  The manual has absolutely nothing, and a quick look over the forums doesn't reveal anything, either.

Once someone else STARTS building it, it is unavailable. The only way to make it available still, would be to for the AI player to stop building it (remove from build queue) or that city being conquered before it finishes building.

If I can remember, a harbour requieres to have a dock, and the dock to have a pier. To have a pier, your city must stay near a river tile at the settle point (not if you build your city from other tile to river - they call this sneak).

It is the same for the logging camp: only allowed if a forest tile is near the settle point. No sneak on this, too.

The wonders, like the Great Mill, can only be chosen when no other faction has started to build it. Once a faction starts it, then disappear from build options.

The brewery, I can't remember. I think it can only be built in a Town, not in a fortress or conclave.

Check the prerequisites in the Tech Tree, the information is there...
