[1.0][Bug?]Can't build merchantcross bazaar

This seems to be a bug for me.  I have a town upgrade, the trade technology, and no other faction had built it but I was still unable to select merchantcross bazaar as a building selection.

In Fallen Enchantress, as soon as someone starts building an unique building, everyone else is prevented from starting it. 

Yes, this lends itself to abuse, and I personally do not like it, but this is the way it is.  So, no AI may have finished building it in your game, but an AI may have started it, which is enough for you do be locked away from it.
