How do you found new settlements when the campaign doesn't let you build Pioneers?
Haven't got there yet, but in the sandbox your champion has the ability to build the first settlement.
If that is the case here, you simply has to move to the location with him and the 'settle' option will become visible.
I would think you found it with your sovereign, or they may have placed a quest that grants you pioneers. There is a similar "quest" in the sandbox game that gives you pioneers.
That appears to be a typo and I will put in for a fix for that, good catch Thanks!
