Can I create my own spells (and spell effects) with the workshop?

HI! I was wondering if i can create my own spells with the workshop. Also, is there a thread that shows you how to use the workshop or a workshop tutorial? 

 

I want to make a spell that shoots out a bunch of dogs from my hands at people. Thanks

Hmm i suppose i'll have to creat a dog kibble shield.

You create the spells with an XML editor. You create the effects in the Workshop.

You can add a dog texture to do this. It won't be easy.
