Custom factions?

When the game releases tomorrow< will we finally be able to make custom factions?

You could already do this...its the new button on the custom sovereign page.

Do not see that button.....custom faction creation used to be in the workshop and it is still not available.

After you select New from the main screen, look directly under the main factions on the left.  There should be a Create Character button, there.  If you want to create a race, look at the top of the screen after you select a sovereign where it says the race name.  There should be a button, New.  Select that.
