[.992 BUG] I have not been able to get opponent AIs to surrender since patch .98x

I even have the threshold set to "quick to surrender" and they still don't.  I've beaten both Tarth and Yithril down til just the sovereigns remain (no cities) and they still won't surrender.  Anybody else having this problem?

I have seen this as well, though I normally keep surrender level set to normal.  However, it is extremely odd to see a solo sovereign with no cities refuse to surrender to an opponent with 8, whose army is standing next to her, ready to kill.

I have had a sovereign ready to surrender in .982, but on high difficulties, I prefer to sign peace, get the trade/research bonuses, and avoid the 'conqueror' diplomacy penalty. 

The surrender setting was 'random', the one ready to surrender was Magnar, and he had a city vs about 20 of mine.

In .992 I have had Yithril refuse to surrender with no cities and a power ratio of 412:8

I had Magnar surrender in a game last week.  I think that he was only the second one I have ever had surrender.

I always have Surrender Threshold set to Often, and you still have to have about/at least three times their score before they'll surrender.

Kraxis surrendered to me in the game I'm currently playing.

Sounds like they have made it harder to get a surrender. I might turn it back on in my next game.

I am playing a game and was able to get Resolin and Capitar to surrender.  It's working as far as I can tell.

Update:  I had Magnar and Resoln surrender to me.  I know Tarth and Verga are stingy, but when they have nothing left but themselves and I've set the surrender setting to "often", they should surrender.

I had Karavox become my vassal last night when he had one city remaining.  But all of the other times in my previous three games the leader of the faction had set torch to their cities and retired from the world.
