[0992 Bug] Hightower ZOC Radius of 1 After Taken & Then Retaken - Should be 3

Hi Derek - check this one out. I originally built this outpost and then added a Hightower upgrade. A couple of turns Kraxis took it over, I chased him down like the coward he is and took it back. Now it reflects only 1 ZOC radius, not 3 as intended. Weird. Here is the save.

Hi Derek - ending turn would not fix the ZOC bug. However, I saved and reloaded the game, and it fixed it.

This bug still exists, i've experienced it several times in 1.11, although a save/reload is a workaround it's a pain.

I have seen this for quite some time. ZOC dose not seem to refresh often enough to show ZOC correctly with out post.
