[0.991][BUGS] Roads connect all cities even without trade agreement. Horses for all.

I have just reseached trade but have no trade or other agreements with anyone. In spite of that, roads now run not just between my cities but between all cities on the map, including to Kraxis, who I'm at war with. Is this working as intended?

Also, I have reseached horses but have no horse resources in my empire. Still, I am able to buy horses in the shop anyway. Is that as it should be?

Horses in the shop for heros is WAI, but you shouldnt be able to train troops with horses.

Okay thanks, I wasn't so sure about that one. I'm pretty sure the roads are not working right though.

Agreed. Roads don't seem to be working right.

Ya know, in my current game I noticed, while researching trading, I suddenly had roads connected my two cities... I thought it was weird but since others are seeing it too it does seem like roads might be broken. Which does not bode well for the gold release on Tue. Very strange.

The first thing I usually do is research trading to get my cities connected. So that I can go city to city much faster to defend it. But I agree that the road sometimes go through someone else city to connect to my other city.

All my cities are bunched together and roads run out and away from my cities directly to the AI cities, including one I'm at war with. So that's not the issue. They seem to run all over the map including to places still within the fog of war. I can now see where the other AI cities are without exploring just by seeing where the roads run to. Not so good.

Something that might have happened is that one or more of the other factions also researched trade at around the same time and then made a trade agreement, which places a road on the map between the capitols of the factions with the agreement. The spawning logic for this road doesn't seem to care if it passes through hostile territory, and has in some cases led to my road network connecting to the road networks of my opponents.
