[0.991 Bug?] Squares Next to Rivers With River Type

There are squares without rivers (next to rivers) that have the river type - is that deliberate?  Flood plains or something?

If you have a screenshot (zoom out a bit) or a save it will help them out locating this. It's mis-placed tiles in stamps.

I have seen the same, with forests too, I believe!

This bug has been reported in every beta.  A saved game was provided in this thread, but the problem was obviously not fixed.

I had a city spot at the head of a river diagonal to the river tile and didn't get the river buildings, the pier or dock are first level, right?
