[1.004][Bug]Tilda herbs not usable in combat

I'm not sure its a bug, but its odd. Other heal items like those honey jugs and Heal spells are only usable in tactical combat, not on the strategic screen for some odd reason.
Chibiabos you can use healing items outside of combat. Look for them on the bar that shows the champions abilities (above the xp bar) on the strategic screen and click on them.

Uh, I think it is because you are a little too busy in combat to smoke the herb. Pretty sure it is working as intended.
The fix is simple - you need to add the <UsableInBattle>1</UsableInBattle> entry for tilda herbs in the CoreItems.xml file...
Olikut Do you think that you have time in combat to have a picnic of salted pork, bread and honey?
If the herbs are different to the other healing items they should say so on their tool tip.
Ins2 Yes the fix is easy but what is needed is for the developers to fix it either by <UsableInBattle> or updating the tool tip.

Yes I know that it is a quest item for the restoration potion but you can also get it from a goodie hut or treasure after a fight.
Its tool-tip states that it heals 30hp.
The Hiergamenon also says that it heals 30 hp and is consumable.
Neither the tool-tip or the Hiergamenon tell you that it is any different from the other healing consumable items.
The first time I reported this I had just found one in a goodie hut and given it to a melee champion to use for the 30hp healing. Only when I tried to use it in combat I found that it was not available causing him to die and get an injury.
What I believe needs to happen here is one of the following.
1) If I am wrong as everyone keeps telling me them then at least the tool-tip and the Heirgamenon should be up dated so that no one else is mislead.
2) The <UsableInBattle> for Tilda herbs should be changed.
3) Tilda herbs should be make a quest item only with out the 30hp healing and not be found in goodie huts or as treasure.

This isn't the only tool tip that needs some elaboration.
-- Like a mention that of the fact that you can have all the horses in the world, but with out Leatherworking, you can't build Horsemen. (Should be listed with "Enables: ..." )
-- Or that when you have "Propaganda" active in a city, but taxes set to zero, you won't get any gold for the spell. (What good is "magic" gold that still has to be plucked from a hapless middle-class through taxation?)
I'm sure that the tool tips will get updated as time goes on, but those two bit me in my first game. Someone should start a sticky-able page with all these little tool tip additions (if there isn't one already).
This pretty much depends on your understanding of the spell. I always thought, that the spell simply increases the money-making abilities of the merchants, not that it creates Gildar-coins out of thin air (that's what Alchemy does).
A variation of this could be you manipulate the minds of your populous (via propaganda) to spend more, and thus increasing the taxable income of that city.
That's not bad either.
Still, I find the name "Propaganda" a little bland. Something like "Midas' Touch" would be more appropriate, in my opinion.
This is WAD, but I've changed it to be usable in battle.
