[0.99][BUG] New city tile still has forest terrain

Built a new city, but the tile terrain didn't update, so I couldn't cast any enchantments on it (disabled cursor, tooltip says "cannot be cast on forest terrain").

I managed to cast the enchantment by clicking the construction site for the logging camp, where the forest has been cleared.
Also note that the forest is completely invisible, but it actually surrounds the city.

It's a number of polish bugs like this that could make a release date two weeks later a good idea.

I've encountered this as well. A reload of the game will fix the problem (that's why I couldn't send a save the time it happened to me). For the forest bit, if you run the game as admin and start a new game (that is the solution to missing forest problem for some people)
